About FNLGR

The First Nation Land Governance Registry Inc. (FNLGR) is a national, First Nation-governed institution supporting the registration and administration of interests and rights in First Nation lands under the Framework Agreement on First Nation Land Management.

FNLGR was established as a modern replacement for federal registry systems, including the First Nations Land Register System and the Self-Government First Nations Land Register System.

Through a secure, reliable, and structured registration framework, FNLGR supports First Nation jurisdiction over land governance and contributes to transparent, effective, and sustainable land administration systems across participating First Nations.

Why This Role Matters

The Communications Officer will help support First Nation land governance by developing clear, accurate, and accessible communications for participating First Nations, partners, users, and other stakeholders across Canada.

This position plays an important role in strengthening public trust, supporting stakeholder engagement, improving access to information, and helping FNLGR communicate complex legal, technical, policy, and operational information in plain language.

The successful candidate will work within a collaborative national team that values integrity, respect, accountability, service to First Nations, and professional excellence.

Position Overview

The Communications Officer is responsible for developing, coordinating, and supporting clear, consistent, and professional communications materials that advance FNLGR’s organizational objectives, stakeholder engagement, user support, and knowledge-sharing activities.

The role will translate complex technical, legal, policy, and operational information into accessible content for both internal and external audiences.

Key Responsibilities

The Communications Officer will:

  • Lead the development and production of communications materials, including drafting, editing, formatting, proofreading, quality assurance, and publication-ready documents

  • Prepare briefing notes, reports, presentations, newsletters, notices, speaking notes, event materials, user updates, and stakeholder communications

  • Develop, update, and maintain content for the FNLGR website, including:

    • Page copy

    • News updates

    • Event notices

    • Resource materials

    • Frequently asked questions

    • Public guidance

    • Approved registry information

  • Translate complex technical, legal, policy, and operational information into clear, plain-language content

  • Work with subject matter experts to ensure communications are accurate and easy to understand

  • Support the development and publication of manuals, guides, procedures, FAQs, training resources, reference documents, and knowledge-sharing tools

  • Ensure all written and digital materials are:

    • Accurate

    • Consistent

    • Accessible

    • Culturally respectful

    • Aligned with FNLGR’s brand, tone, and communications standards

  • Collaborate with the Registrar/CEO, registry staff, external agencies, designers, partners, and subject matter experts

  • Support knowledge mobilization through plain-language summaries, issue briefs, policy updates, research summaries, website resources, and communication tools

  • Support FNLGR events, training sessions, open houses, user series, and stakeholder engagement activities

  • Prepare invitations, agendas, participant materials, presentations, event communications, and follow-up summaries

  • Follow FNLGR policies, procedures, information management standards, and confidentiality requirements

  • Demonstrate professionalism, impartiality, sound judgment, and attention to detail

  • Complete other duties as assigned

Qualifications

Applicants should bring a combination of education, experience, knowledge, and skills relevant to the position.

Preferred qualifications include:

  • Bachelor’s degree or diploma in:

    • Communications

    • Public Relations

    • Journalism

    • Indigenous Studies

    • Public Administration

    • Technical Writing

    • Or another related field

  • A minimum of five years of professional experience in communications, technical writing, content development, stakeholder communications, or related work

  • Experience developing, editing, and managing:

    • Reports

    • Policies

    • Procedures

    • Professional publications

    • Web content

    • Communications materials

  • Experience translating technical, legal, operational, or policy-related information into clear and accessible language

  • Knowledge of First Nation land governance, registry systems, records management, administration, law, policy, finance, communications, or information technology

  • Strong written and verbal communication skills

  • Excellent editing, proofreading, and organizational abilities

  • Sound judgment, professionalism, and attention to detail

  • Ability to manage confidential information appropriately

  • Ability to work independently in a remote environment

  • Ability to collaborate effectively with a national team

  • Commitment to respectful, inclusive, and service-oriented work practices

An understanding of First Nation governance, the Framework Agreement, or land administration would be considered an asset.

Compensation and Benefits

The salary range for this position is $91,534–$111,534 annually.

Final placement within the approved range will be based on the successful candidate’s qualifications, experience, and demonstrated competencies.
