About FNLGR

The First Nation Land Governance Registry Inc. (FNLGR) is a national, First Nation-governed institution supporting the registration and administration of interests and rights in First Nation lands under the Framework Agreement on First Nation Land Management.

FNLGR was developed as a modern replacement for federal registry systems, including the First Nations Land Register System and the Self-Government First Nations Land Register System.

Through a secure, reliable, and structured registration framework, FNLGR supports First Nation jurisdiction over land governance and contributes to transparent, effective, and sustainable land administration systems across participating First Nations.

Why This Role Matters

The Training Specialist will help build knowledge, confidence, and technical capacity among FNLGR staff, First Nation Land Offices, participating First Nations, and external registry users across Canada.

This position supports the successful use of FNLGR systems, policies, procedures, and registration processes by creating accessible learning resources and delivering practical training.

Position Overview

The Training Specialist is responsible for developing, coordinating, and delivering training, onboarding, user guidance, and capacity-building initiatives.

The role will help users understand registry processes, systems, policies, submission requirements, and First Nation land governance practices under the Framework Agreement.

Key Responsibilities

The Training Specialist will:

  • Develop and deliver training sessions, workshops, onboarding programs, and learning activities

  • Create and update:

    • Training materials

    • User guides

    • Procedures

    • Presentations

    • Learning modules

    • Reference documents

    • Technical instructions

  • Translate registry processes and procedural requirements into practical, user-friendly learning materials

  • Help users understand:

    • Registry processes

    • Submission requirements

    • Document standards

    • Registration procedures

    • System functionality

  • Support staff onboarding through role-specific learning materials, orientation resources, and knowledge-transfer tools

  • Work with registry staff, subject matter experts, First Nation Land Offices, and external partners to identify training needs and learning gaps

  • Support mentorship, peer learning, and knowledge-sharing initiatives

  • Facilitate virtual and in-person training sessions

  • Support the assessment, development, or implementation of a Learning Management System or learning portal

  • Maintain:

    • Training schedules

    • Attendance records

    • Evaluations

    • Learning records

    • Version-control documentation

  • Review and update training materials to ensure they remain accurate and aligned with current systems, policies, and procedures

  • Track participation, feedback, completion data, and user readiness

  • Prepare reports and summaries on learning activities

  • Work with subject matter experts to confirm technical accuracy

  • Use evaluations and user feedback to recommend improvements to training methods and resources

  • Coordinate logistics for training sessions, pilot programs, demonstrations, and implementation activities

  • Maintain confidentiality of organizational, user, and registry information

  • Demonstrate professionalism, impartiality, and sound judgment

  • Complete other duties as assigned

Qualifications

Applicants should have:

  • A bachelor’s degree in:

    • Education

    • Training and Development

    • Indigenous Studies

    • Communications

    • Public Administration

    • Business Administration

    • Or another related field

  • An equivalent combination of education, training, and directly related experience may also be considered

  • At least five years of experience coordinating or delivering:

    • Training programs

    • Learning and development initiatives

    • Onboarding

    • User support

    • Knowledge-sharing programs

  • Experience developing:

    • Training materials

    • Instructional guides

    • Presentations

    • Procedures

    • Technical documentation

  • Experience facilitating virtual and in-person training sessions, workshops, or user-support sessions

  • Strong written and verbal communication skills

  • Sound judgment, professionalism, and attention to detail

  • The ability to manage confidential information appropriately

  • The ability to work independently in a remote environment

  • The ability to collaborate effectively with a national team

  • A commitment to respectful, inclusive, and service-oriented work practices

The following would be considered assets:

  • Experience with Learning Management Systems or learning portals

  • Experience with document-management systems, database applications, or digital training tools

  • Understanding of First Nation governance

  • Knowledge of the Framework Agreement

  • Experience with First Nation land administration

Compensation and Benefits

The approved salary range is $118,534–$138,534 annually.

Final placement within the range will be based on the successful candidate’s qualifications, experience, and demonstrated competencies.
